Policy research and framing, participation in leaders network to develop advocacy position, writing, editing/feedback processes. 2 advocacy resources (approx. 135 hours, ending December 31, 2026)
Research gaps between Federal, Provincial, Regulatory bodies, identify solutions and inform advocacy activities and develop advocacy resources and actions.
- policy briefs and issue papers, research reports on barriers and policy gaps, etc.
- Research examples of how other sectors have remediated similar equity gaps between government and regulatory bodies and pay inequities (e.g. midwifery pay equity, nurse’s efforts to close immigration and regulatory body gaps)
Outputs:
- Issue/research paper that clearly identifies the specific gaps and potential solutions
- List of recommendations to address barriers
- Letter template that is targeted to key policy makers
- Invitation to partners to participate in advocacy leadership training module

Evaluate key activities of Compass ELC’s Women & Gender Equality Project
(aprox. 6 hour a week for 52 weeks)
Key activities include:
- Develop equity-deserving leadership and capacity across the region to advocate for systemic change within the sector to address barriers including migration, in-classroom experience, and misalignment between Federal, Provincial, regulatory policies.
- Build sector network of advocacy partners willing to advocate to reduce barriers in early learning and child care.
- Lead efforts with the network to advocate to address systemic barriers in early learning and child care sector in collaboration with key stakeholders

Lead the following project with support from Compass ELC staff (Commitment is approx. 400 hours, ending March 31, 2027)
Develop, pilot, implement an equity deserving leadership advocacy toolkit to address barriers in the early learning and child care sector.
The toolkit will focus on how to drive and advocate for systemic change within the sector (early learning and child care leaders, educators, families, etc.) looking at equity deserving groups, migration, in-classroom experience and Federal, Provincial, Regulatory policies.
The toolkit will be accessible to different target groups including; early learning and child care leaders, educators and families.
Outputs:
- Curriculum development advisory table, including equity-deserving educators and experts in advocacy approaches
- Training modules / toolkit on advocacy, communication, leadership, barriers and recommendations
- Pilot toolkit with participants/key organizations who provide pre and post training feedback on the content and implementation process
- Launch virtual toolkit (launch event, marketing through networks and host several learning sessions)

Working alongside Compass ELC staff and consultants, we are seeking support for the professional design of curriculum toolkit; document with templates, scenarios, FAQs and advocacy ‘how tos’ (approx. 100 hours, ending November, 2026).

We are seeking an external Immigration consultant to advise on the development of resources and tools and host webinars (up to 80 hours by March, 2027).
This will include support for the following activities (alongside Compass ELC staff):
- Develop, pilot, implement an equity deserving leadership advocacy toolkit to address barriers in the early learning and child care sector.
The toolkit will focus on how to drive and advocate for systemic change within the sector (early learning and child care leaders, educators, families, etc.) looking at equity deserving groups, migration, in-classroom experience and Federal, Provincial, Regulatory policies.

- Host sector-wide engagements (webinars, roundtable) for individuals (families, community members, early learning and child care educators and leads), organizations, educators, policy makers who are interested in removing barriers in the early learning and child care sector and create a network of interested parties who will lead or participate in advocacy activities.
Introduce barriers in the sector, such as those faced by immigrant workers in early childhood learning and education, in-classroom experience, misalignment between Federal, Provincial, and regulatory bodies and identify advocacy actions.
